ICOS has a strong observational network producing reliable, high quality data. It is well positioned in the European Research Area and is the European pillar of a global information system on greenhouse gases. Thus, ICOS cooperates with other research infrastructures and global institutions - such as WMO, UNFCCC, IPCC and GCOS - that coordinate operations. Head of Unit, Strategy and International Cooperation
The person will be heading the Unit ‘Strategy and International Cooperation’ at the ICOS Head Office, leading a team of currently 2 persons. He or she will report to the Director General of ICOS ERIC. The position is full-time and until further notice, at the ICOS ERIC, the legal coordinating body of ICOS research infrastructure, and located in Kumpula, Helsinki.
The main responsibilities related to this role are:
• Overall responsibility for the work of Unit ‘Strategy and International Cooperation’
• Support the Director General in coordination of the overall strategic planning
• Coordinate the procedures towards cooperation agreements
• Manage existing cooperation frameworks, e.g. the ENVRI community
• Establish new cooperation frameworks
• Coordinate the extension of the networks and liaisons with new members
• Coordinate the mapping of users and stakeholders, and stakeholder liaison
To succeed in this role
A successful candidate should have a background in science; a university degree, preferably a PhD or similar experience. Diplomatic skills and experience in international negotiations are essential. We appreciate experience in working together with international organisations such as WMO or UNFCCC. She or he should also have excellent managerial, process, and prioritizing skills. Moreover, the position requires not only an ability to see the bigger picture, but also outstanding leadership and negotiation skills, for example, in support of global cooperation towards a sustained observation system for carbon and greenhouse gases. Excellent communication and interpersonal skills are useful, as well as independent critical thinking and problem-solving skills. The role also contains some report writing and preparation of presentations. Fluently spoken and written English is required. Additional language skills may be an added value.
